SELAT's\ntwo-tier loop runs **vetted multi-step skills first**, then falls back to a **federated\nx402 / MPP endpoint catalog**.\n\n## How it works\n\nThe extension ships a context file (`GEMINI.md`) that teaches the model when to reach for SELAT\nand how to drive the runner. SELAT never sees a private\nkey, never holds your funding balance, and never creates a wallet or moves funds on your behalf —\nit detects setup state and guides. Spending caps (`selat setup-policy`, `selat budget`) and an\ninstant local kill switch (`selat freeze`) are enforced before anything is signed.\n\n## Other harnesses\n\nThis repo is the **Gemini CLI** extension specifically — Gemini's model is one repository per\nextension, with the manifest at the repo root.
